Why can't deduct mortgage interest for 2018?

The tax reform laws that were enacted for tax years beginning in 2018 restricted the ability to deduct mortgage interest compared to 2017.  Plus, the standard deduction is much higher in 2018 which will impact whether one should itemize deductions which includes mortgage interest.
