If these fees are for your business, yes they are deductible as a business expense.

Are registration fees (for copyright) a deductible expense?

You could choose from one of several expense categories: Commissions and fees, Legal and Professional, Taxes and Licenses, or Miscellaneous.

Any of these descriptions would be sufficiently accurate to report a copyright registration fee.
