Are personal property taxes paid to my county government deductible on my federal or state taxes?

I paid personal property taxes on my vehicle to my local county government. Are these taxes deductible on my federal or virginia taxes?

ifdf the taxes are based on value, then yes. if a flat fee then no.

I believe VA only charges personal property taxes on motor vehicles.  They are deductible, but they fall under the $10,000 cap for all "state and local taxes", so if your income tax and real property tax is already more than $10,000, you won't get a benefit from adding more taxes.

In my county, there is a flat fee of (I think) $20 per vehicle, plus a charge based on the value of the vehicle.  Only the portion based on value is deductible, not the flat fee portion.
