ifdf the taxes are based on value, then yes. if a flat fee then no.
I believe VA only charges personal property taxes on motor vehicles. They are deductible, but they fall under the $10,000 cap for all "state and local taxes", so if your income tax and real property tax is already more than $10,000, you won't get a benefit from adding more taxes.
In my county, there is a flat fee of (I think) $20 per vehicle, plus a charge based on the value of the vehicle. Only the portion based on value is deductible, not the flat fee portion.
