adoption credit not carrying over

I have a left over adoption credit, but it is not carrying over and saying I can carry it over next year. I don't understand why given I owe so much.

The carryover amount of $3056 did not populate into this year's tax form. Let's give the program a nudge because this amount is lurking within the shadows of the database. 

1. Go to federal
2. Deductions and Credits
3. You and Your Family
4. Adoption Credit
5. As you go through the questions and enter information, there will be a question that asks when the adoption proceeding occurred, here record Year 2022 or earlier.
6. In the next screen that follows, select none of the above when it asks, Which one Applies to Your Adoption. 
7. After you selected this, your tax due amount should drop by $3056, which was the amount of your carryover from 2022. At this point, STOP.
