Using Home & Business: 

Regarding "Adjusted cost basis", there's a field for "Other Expenses"

Can the following items be included in OTHER EXPENSES: 

1) Items connections with a loan: tax service, underwriting, mortgage prep, flood certificate, Doc prep fee, 

2) advance county property tax

3) Settlement fee for HOA

You can add everything you mention to the basis of the property except for the property taxes, they would be considered a tax expense to be deducted in the year to which they apply.
