No, with the child being born in 2019 you still are allowed the $2,000 Child Tax Credit.
What may have happened it when you put the information into TurboTax about the child instead of claiming they lived with you all year you may have entered a shorter amount of time.
No matter when a child is born during the year for tax purposes they have lived with you all 12 months.
Since you have already filed your return you can amend your tax return to gain this additional credit amount.
You will need to print, sign, date and mail your amended return to the IRS according to the instructions that will print out with your amended return.
