1099-MISC Form Not Reported

I received a 1099-MISC form from the State of MN for a One Time Tax Rebate Payment.

I entered the information from this form into the 1099-MISC section of TurboTax Deluxe (Windows Desktop version).  After entering all the information, TurboTax is giving me a "Form Not Reported" error which states "Your Form 1099-MISC from ____ shows $____ on line 3, but this income is not reported on another form or schedule.  Let's review your entries now so you can tell us where to report this amount on your tax return."

TurboTax then asks a series of questions, which I have answered all.  None of the uncommon situations apply, No, it didn't involve work like my main job, I received it in 2023, it didn't involve intent to earn money.  After completing all of those questions, TurboTax returns to the same "Form not reported" error screen and prompts me to fill out all of the questions again.  There is no way to exit this loop other than clicking on the main toolbar to return to the main Wages and Income section, and if I attempt to complete the Wages and Income section and move on to deductions, it pops up the error message again, prompting me to answer all the same questions that have already been answered.

How can I correct this issue within TurboTax?
