Work in Philadelphia, Live in NJ

I work in Philadelphia and live in NJ. My employer DID NOT withhold NJ taxes. I did pay Philadelphia local income tax.  In the section to receive credit from taxes paid to another jurisdiction, it says "Enter the amount you earned that was taxed by both Philadelphia and NJ." Do I technically have a double-taxed amount as I haven't paid NJ state income taxes yet?  Or do I skip this section?

Don't skip that section. As a resident of NJ you have to pay taxes on the income earned in Philadelphia. Since you didn't have any withholding you will owe NJ when you prepare your tax return. Enter the amount you earned that was taxed by both Philadelphia and NJ in order to claim the credit.
