Why isn't the gov taking taxes out of my wife's checks

it's her employer that takes out taxes based on the w-4 she filed.  certain workers are exempt fronm social security and medicare taxes.   so for those wokers the only thing that might be taken out is withholding.  However, if her wages are low enough withholding would be 0.  she would have to check with her employer.     another possibility which could get her into trouble is to clainm excessively more exemptions than shes entitled to.
