Why doesn't TurboTax ask the question that permits line 2 of the 2017 Ohio Schedule of Credits (Nonrefundable Credits) to be determined?

Why doesn't TurboTax ask the question that permits line 2 of the 2017 Ohio Schedule of Credits (Nonrefundable Credits) to be determined?
It does, if you entered a 1099-R, in the federal section. If you do not enter qualified retirement income, in the federal section, TurboTax (TT) will not present the retirement credit interview, in the Ohio section of the program.
Social Security income does not qualify you for that credit.
