Why do you think I'm being asked for the 2019 state and local tax information? Shouldn't I be entering my 2020 state and local information?

If you were able to itemize deductions in the past or if you are close to itemizing your deductions, the amounts you paid in 2020 for your 2019 state and local taxes could qualify as an itemized deduction. 

 

Therefore, TurboTax will ask you to enter this information to ensure you receive any deductions you are entitled to you on your income tax return.

RE: State taxes - Received a refund.  Asking for balance due paid in 2021 for 2020.  Are you asking for state taxes that were on the W2 for the year of 2020?  It also asked for 2019 (refund). It's very confusing.
