Why can't I e-file my Arkansas State Tax?

Why can I not e-file my Arkansas State Taxes? It says ready to print & mail. But the printed sheets say"DO NOT FILE. I really need to know what to do asap please!

See the chart below for "proposed" forms availability for state forms. Sometimes the states lag a bit on their proposed dates.
