a CP 23 letter has nothing to do with your w-2. it only covers a discrepancy between estimated tax payments you reported and what the IRS records show. That letter may be real and issued from the IRS office in Az. What makes you think it's fake? if you are unsure the call the IRS, make am appointment to visit a local IRS office or check your transcript of your account with the IRS
