I e-filed my Federal return but do not want to pay the $25 fee for State. The Turbo Tax instruction page states "Do not mail a paper copy of your tax return. Since you filed electronically, the Franchise Tax Board already has your return." Except I DIDN'T file State electronically. I skipped that part and only e-filed Federal. Exactly what form(s) do I need to send to the Franchise Tax Board? And why does Turbo Tax think I filed State electronically?!

To be safe, I suggest you follow the steps in this link to ensure your state return was not electronically filed.
If you find your return was electronically filed, you should not send anything to the Franchise Tax Board.
If however, you find that your state return was not e-filed, you will need to print out your state return for filing. When given the option, select Official forms required for filing. California does require that you attach a copy of your federal return to your state return as well.
