Virginia is asking me for a Schedule INC but I'm not seeing it in the package... I did not have any income in Virginia ...

Did you e-file your Virginia return? Schedule INC is not supported for e-filing.

Schedule INC is a special form which you use to tell the state that none of the withholding for Virginia should have been withheld.

For most states, you would have to file a complete state tax return to get that withholding back. Virginia is the only state that I know of that let's you shortcut the process.

You will need to print the schedule INC, complete it, and mail it in.
