VA State Tax 2024: The "Underpayment Penalty" Category is Missing From the "Other Situations" Section of Easy Step Screens

I am using the 2024 VA state tax forms. When I look at the "Other Situations" category and select "Learn More", I see that one of the topics should be "Underpayment Penalty".  However, when I select "Edit" to look at all the Other Situations categories on the Easy Step screen, the "Underpayment Penalty" section is missing. When I flip over from Easy Step to the "Forms" - select "Info Worksheet" and page down to the Underpayment Penalty Information section, all of the information is blank.  When I fill in all of information manually on the worksheet, it causes the 760C form to disappear from the list of tax forms. Can someone review the Underpayment Penalty section that should be part of the Easy Step screens so that form 760C is filled out correctly? I see that people have received inappropriate tax penalties in past years if 760C was not filled in and attached to their 1040 when required.

The program may not have been fully updated when you were working on this section.  I just tested it out and am able to access the VA underpayment penalty input screens in the state interview section.  

Follow these steps to make sure your program is updated.  Log into your desktop product.  Select Online in the menu on the top, and then select Check for Updates.

If that does not update your program, you can also manually update your program.
