TurboTax is subtracting Oregon kicker from California 540-NR, Schedule S (line 7: tax liability paid to other state)

My understanding is that California, Schedule S  (line 7: tax liability paid to other state)  is supposed to the be amount from OR-40, line 31 (tax after standard and carryforward credits).  However, TurboTax is taking line 31 and subtracting out the kicker (OR-40, line 38), and using that amount on CA Schedule S (resulting in my owing California income taxes -- which I never owed in the past due to the small amount of income I receive from California).  In prior tax years, Turbo Tax used the "line 31" amount.
