TurboTax is asking me to mail in one of my two state tax returns (resident of Maryland, work in DC) instructions say: mail form D-40B, but it hasn’t generated form D-40B!

When printing my DC tax return, the PDF generated is only the instructions page, thus I have no actual form to mail in.

Have you paid the TT state fee?

DC does not have a non-resident tax form.  If you're a nonresident of DC and DC taxes were mistakenly withheld from your pay, then in order to obtain a refund you must print form D-40B and mail it in.  Here's a link to the form:

If your employer is still withholding DC taxes, file Form D-4A, Certificate of Nonresidence in DC, with your payroll department.  Here's a link to that form:

Ask your payroll department to start withholding MD taxes for you.
