Which state (DE or NJ) amount from W2 box 16 should be on 2018 NJ1040 line 15 wage calculation if I am a NJ resident?

The NJ amount should be on your NJ return.  That amount may be higher than what is reported in box 1 of your W2 or even what is reported as taxable to DE.  This is because NJ does include a few items as taxable income in NJ that is not taxable on the Federal Return.  

You also want to be certain that the NJ return does not double-up income.  On the NJ return, you will see a screen titled About Your W-2 State Wage Information.  Because of state programming requirements, TurboTax includes both income lines as part of the NJ income.  The next screen is titled Let's Confirm Your Taxable State Wages from (Employer).  Click on the DE box so that those reported wages are not included on New Jersey's return.
