First, contact your retirement plan administrator and tell them to stop withholding Virginia tax (I assume that VA is on there somewhere).
Second, to get that money back, you will have to file a nonresident Virginia return. Sorry, but that's the only option the states allow to get misdirected withholding returned to you.

Thanks for your help. I filed the Virginia NonResident request today. Hope it works out. The form was not complicated at all (VA Form 763-S).
