          What is the "it?"  By "it says" does that mean when you look at your actual state return that you filed, it shows you were to get a $343 state refund, but the state tax agency reduced it to $250?

 If your state tax agency lowered your refund amount from what is displayed on the return that you filed, they should send you a letter in about 3 weeks or so explaining what they changed and why.   If you disagree with them, the letter probably lists your options.

Wait for that letter since the state does not notify TT of any changes.
