State of Virginia - why do I have to file electronically?

Listed below are the requirements from the State of Virginia Tax website.   Do these numbers apply to my Virginia or Federal tax return?  Turbo tax is saying I must file Virginia payment  electronically because of these requirements below .  Turbo Tax calculates my Virginia estimated payments less than $700, although my Federal estimated payments are calculated as greater than $6000

(From the State of Virginia:)

Electronic filing requirement
You must submit all of your income tax payments electronically if:

Any installment payment of estimated tax exceeds $1,500 or
Any payment made for an extension of time to file exceeds $1,500 or
The total income tax liability for the year exceeds $6,000

You do not have to file electronically if you do not want to.
