I'm currently finishing up with my son's taxes. He is a resident of Maryland and a full time student. This past summer he worked at an internship in NYC. When completing the New York and Maryland taxes in TurboTax he gets back over $700 (all of it) from New York but then Maryland is charging him $450 in taxes even though he didn't earn any money in Maryland. Does this sound right?

The student would file as a non-resident for New York.
Depending on the amount of income, the student may or may not owe tax. As a dependent, that amount would be 3,100.
If the dependent student earned more than 3,100, he should have owed NY tax.
If the student is not a dependent, the amount earned before tax would be 8,000.
As a Maryland Resident, the student is taxed on all income, no matter where earned.
