Should I say my husband "works out of state" sometimes if he travels for his job, but has his checks for out of state work sent to his home state?
He lives and works in Washington, but sometimes travels for photography. His business is based here, but people from out of state hire him for jobs occasionally. All of his out of state payment is sent here.

No. All of his payment records will have your home state listed on them.
