I'm really surprised that AL notified the IRS instead of simply notifying the filer: "your return is incomplete, and we need the following (forms/schedules) from you." We live in a Federalist system, and the IRS doesn't want to become involved in State tax collection matters.
Neither do I, the IRS or the local state tax office adjuster..... I actually went to the State Tax office first and as soon as the adjuster saw the envelope and the green paper I pulled out of it; without even really looking at it said: "that's not from us, that's from the IRS." He went into the state system and saw that they had cashed my check (which I already knew) back in April and surmised that they had missplaced parts of my return during the processing of it. (but they still cashed my check!). I then got an appt. with the IRS and they came to the same conclusion but no one seems to know why the state notified the IRS and didn't do what you said they ought to have done....! Not sure why it took all the way to the end of November for me to get notified either! I also don't know why the IRS didn't get back to the State and say "WTH" and tossed the ball back to the State after the State sent whatever they did to them. Our tax system really needs a good over-haul. it's much too complex with too many statutes/codes.
I had a problem with Virginia when I moved to Alabama in the Summer some time ago. One of their tax examiners notified me that they had made an "erroneous refund" the previous year, and that I owed them $12 for their over payment. Without requesting payment, they notified a collection agency, even though I had already paid the $12 upon notice. I assumed that they did this because I was permanently out of their territory, and Alabama wasn't going to care that I owed the Old Dominion $12.
