Total Sales Tax rate is the total sales tax rate that is paid for your state, INCLUDING any local surtax. For example I live in Florida, and the State Sales Tax is 6%, but in the county where I live there is a 1% additional sales tax, so I always enter 7% for my total sales tax rate.
