My states Employer's state ID number is blank. My state of residence is Texas but I am stationed in Louisiana.

It is correct that your Employer's state ID number is blank. The state of TX doesn't have income tax. Military members stationed in Louisiana (LA) are not subject to state income tax in LA on their military income.
