I am evaluating TT Business. I need to file a Federal business Form 1065 with a state Oklahoma Form 514. New requirement in OK this year is that the OK Form 514 MUST be filed electronically. Does TT Business have the capability to download the OK Form 514 for me to fill out and then efile both the Federal 1065 and OK state 514? I am NOT able to do this with H&R Block software.

If you wish to use TurboTax to prepare the return, the state will accept it with a waiver due to the inability of the software to e-file the return.
If you prefer to not proceed with TurboTax due to this issue, you may return the product to the retailer (if applicable) for a refund or reach out to TurboTax customer service for a refund if the product was purchased directly from TurboTax. Customer service may be reached at 1-800-4INTUIT. When navigating the voice prompt menu, please request "product support" and not "refunds" or you may be transferred to the department that handles inquiries about tax refunds rather than the refund for the product itself.

Thanks for the helpful feedback. Although probably outside your area of expertise, do you happen to know where/who I might contact to receive such a waiver for OK Form 514 or do I just create one, print it out, and mail this waiver with OK Form 514?
Is there any guarantee that a waiver to file OK Form 514 by mail will be granted, if requested?
I asked the OTC (Oklahoma Tax Commisson) help line that question about tax waiver and got the response:

Currently you cannot efile a corporate or partnership return on our website. We will accept mailed in returns at this time. Please see below
"The Oklahoma Tax Commission has not implemented a total prohibition on the submission of paper returns at this time. There is no procedure for advance exemption from electronic filing. Please submit your return timely by the best means possible. Additional guidance regarding electronic filing requirements will be provided as it becomes available."

So it looks like an explicit waiver (for OK Form 514) is NOT required THIS year. Hope that helps.
I'm again dealing with TT (Windows download) seemingly not supporting electronic filing of OK Form 514 for 2022 (see https://care-cdn.prodsupportsite.a.intuit.com/forms-availability/turbotaxbusiness_ok_windows_partner...). Printing out the return (is available) and mailing it in is possible but a fall-back position.
The difficulty does not arise for TT (Online service) which gives a date of 1/23/2023 for electonic filing of OK Form 514 becoming available (see https://care-cdn.prodsupportsite.a.intuit.com/forms-availability/turbotaxbusiness_ok_online_partners...).
Should this lead me to hope that electroning filling for the Windows download version will ALSO be available on 1/23/2023 or thereabouts?
Please note that on the second link where it says that e-file for the 514 return will be available also says "Oklahoma Partnerships Form Availability (full-service only)" at the top. "full-service" means that TurboTax will be doing your return.
The TurboTax employees doing your return in this case are likely to use (although I do not know this for sure) a different Intuit product, ProConnect.
ProConnect is intended to be used by tax professionals and the GUI is completely different (i.e., not user-friendly to non tax professionals). However, because the Intuit employees providing "full-service" are possibly not using the TurboTax CD/download product that you are asking about, both links could be correct because they would be referring to two different software products.
In this case, the CD\download product may not be intended to support e-file for the 514.
But, as I said, I don't know this for sure but it seems reasonable. If I hear anything more, I will let you know.
