When ensuring a state extension is granted, I am not sure how to interpret the following statement:
"Oregon automatically grants a filing (not payment) extension to October 15 if you filed an approved federal extension and don't owe. If you owe, print and mail Form 40-EXT by April 18 with a check to avoid penalties and interest."
Question: When the statement references owing or not owing taxes is it referring to owing Federal taxes or State taxes? If I do not owe Federal taxes do I still have to complete Form 40-EXT or is that only necessary if I owe any state tax?

Form 40-EXT is only if you owe State taxes. You would send in the payment with that form.
