On my Georgia state tax return, what does "Other Subtraction # 13, teachers retirement contributions already taxed by Georgia" mean? Where do I find this information?

I believe it refers to this (Schedule 1 Subtractions page 15) - I think this downloads the GA Instruction book onto your computer.

"12. Adjustment for teachers retired from the Teacher’s Retirement System of Georgia for contributions paid between July 1, 1987 and December 31, 1989 that were reported to and taxed by Georgia"

I contributed to IRA after filing return for 2023.Do i need to file 1040-X along with 8606 to report the IRA contribution as non-deductible ? Or only 8606 form is enough?
