NY IT-201 Line 4 blank, had refund

NY IT-201 Line 4 is blank, but Fed carryover worksheet has in column (f) the NY overpayment (refund) that should be in Line 4.  I cannot add it to the NY form.  What is wrong? I reviewed a few past years and they were OK.
