I’m a Nevada resident who won a $200000 jackpot playing the California Lottery, which I added as income on my 2023 Federal return. Since California does not tax Lottery winnings, must I file a California tax return?

If you are a Nevada resident, and you didn't receive any income that is taxable by California, then you don't need to file a California state tax return.
See this Franchise Tax Board webpage regarding types of gambling income taxable in California. As you noted, California doesn't tax California lottery winnings.
