ND state tax

Hi,

I live in CO and have rental property in ND.  In the summary it shows taxable income less ND Substractions.  The subtraction amount is the same amount as Social Security Benefits in the income section.  It asks how much is ND income and I put "0" in the box, but it still uses the total amount as an ND subtraction to lower the ND taxable income.  This hasn't happened other years.  Are SS benefits not taxable in ND this year?

ND state tax
