Must a Virginia Resident that took an early distribution from their California 403B file a Non-Resident tax return with California?

An early distribution is retirement income. Retirement income is only taxable in the state you live in where you receive it (Virginia). You do not need to file a California return unless California taxes were withheld on your distribution, for the purpose of getting a full refund of those taxes withheld.
