Tax refunds are usually received in the following tax year, so a tax refund for tax year 2022 is received in 2023.
We are working on tax year 2023 now, if you're due a 2023 state refund, you'll get that this year, in 2024.
So, you are seeing a question about your 2022 state refund that you revived in 2023 because we are working on our 2023 tax year returns.
If on your 2022 federal return you itemized deductions and claimed state tax paid, but then, when you did your state tax return you got a refund, you might need to claim that refund (or part of that refund) as income because you had claimed it as a deduction on the federal return.
If you took the Standard Deduction for the year of the refund (took Standard Deduction for tax year 2022 and get a refund for tax year 2022 received in 2023) the refund is not taxable and not reported.
