IL resident worked summer internship in CA

My son is an IL resident and worked a 3 month internship in CA. This was his only paying job in 2019. His only other income source was about $550 in interest. After completing both CA and IL tax forms, Turbo Tax says he owes IL over $600!!! How can that be if he didn't earn any of his pay in IL?
