If we sold our Colorado home in 2018, but had moved out of state in 2017, and had no CO income, Do we have to file CO tax form if capital gains are exempt?

Not sure how to fill out CO form if no CO income, other than exempt cap gains...

No, you will not need to file a Colorado return.  Colorado starts the return with Federal Taxable income.  Since the sale of your primary residence is excluded from taxable income, Colorado excludes it also.  Since you did not live in Colorado or have other Colorado income in 2018, you do not have a Colorado filing requirement.
