If I have lived in Arkansas only for over 2 years, but am not officially a resident, do I pick Resident ot Non-Resident for my residency status?

Arkansas says, 

"FULL YEAR RESIDENT You are a full year resident if you lived in Arkansas all of calendar year 2023, or if you have maintained a domicile or Home of Record in Arkansas during the tax year."

So, even though you have not changed your domicile, you will still file as an Arkansas resident because you lived in the state all year.
