I work for a tax exempt company in Virginia and paid no state income tax. I live in DC - do I owe state taxes on my income there?

I live in DC, but work for a non for profit in Virginia. On my W-2, I paid no state taxes and HR says that's right.

When I file, do I have to file in DC and do I have to list my income (thus paying state taxes) there?
