You file a nonresident NY return (IT-203) and then get a credit on your PA return for some or all of the taxes you've paid to NY.
Work on the NY return in Turbo Tax first. After that, work on the PA return. This will help the Credit for Taxes Paid to Another State (NY) flow to your PA return. You won't be double-taxed, but the income must be declared on your resident return.
