I made a correction to my return which decreased my taxable income by $9,875, but increased my fed. income tax by $686. Could this be a Schedule D Tax Worksheet error?

I carefully went over the Sched. D Tax Worksheets that Turbotax produced (pre-correction and post-correction) is this is where the problem seems to creep in. Lower capital gains and a resulting lower taxable income seem to increase fed. income taxes, which makes no sense and seems unjust.

don't know the before and after dates,   at one time the IRS form had an error, and many software programs followed the IRS form.  after the IRS corrected the form TT updated its form.  we can't see either of your forms,   so if you need  further clarification contact support
