I lived in 2 states. In MN I only made $39 in interest income, which was also reported on the GA return. Do I still need to file a MN return?

I didn’t work in Minnesota at all, I only worked in Georgia.

No you won't need to file a Minnesota return.  If your only income in Minnesota is that amount of interest, file as a full-year Georgia resident.
