I left CA in 2000 and continued to file as resident for another 10 years. Since then I filed as non-resident, should I file as resident again as I plan to return to CA?

No. You will only need to start filing as a CA resident once you have re-established your residency in the state. Until that time, you can continue to file as a nonresident to only report your CA-sourced income.
