You work in Rhode Island, so you pay tax to Rhode Island. It doesn't matter where the company that pays you is located, or where the ultimate clients are located.

To be precise, as an independent contractor your client is the company that pays you and gives you the 1099-NEC. The people in Massachusetts that you work with are clients of the company, not your clients (unless they pay you directly, which doesn't seem to be the case). But again, it doesn't matter where your client or your client's clients are located. You work in Rhode Island.

You pay tax to RI.

You would not owe tax to MA unless you worked from a location in MA.
