I f you have filled out all the federal tax forms, and registered as a nonresident, why doesn't Turbo tax state tax tabulate the non-resident state income allocation automatically??

The program will ask you to verify if what you entered in the federal is correct for state calculations. Forms frequently don't match the situation.
