Did you have any MA income that tax was assessed on? It sounds like the addition of the septic credit is reducing the amount of tax paid to MA, which in turn would reduce the credit on your Nebraska return for tax paid to MA.

If this is not the case, please provide more details. Someone who is more knowledgeable about Nebraska's treatment of tax credits received from other states may be able to help.
