How is Difficulty of Care Income W-2 handled.

Oregon follows federal laws making Difficulty of Care Income from W-2 wages tax exempt based on IRS Notice 2014-7.  Does that mean using Turbotax that the income does not flow through to be taxed in Oregon, and does not need to be deducted from my Oregon Form 40P Income tax return?
