How do I get Turbotax to apply my state withholdings as a tax credit to reduce my Virginia taxes owed?

My W-2 information is correct in turbotax personal information.  The portion of my withheld wages earned in Virginia are credited to my Virginia state taxes, but the bulk of my withheld wages earned in Maryland, despite the agreement between Maryland, DC., and Virginia, are not being applied to my Virginia tax owed.  How do I get turbo tax to correct this?

Since you have reciprocal agreement between the states, can't you modify the w2 info to show all state taxes paid to Virginia?
