How do I figure out how to include all my CT income tax deducted on my federal income tax return for my CT return?

It happens automatically, in TurboTax (TT). TT picks up the withholding from box 17 of your W-2 (and from similar boxes on other IRS forms, e.g. box 14 on 1099-R). It picks up quarterly payments from your entries in that federal section.  

You cannot deduct your 2023 CT balance due, because that was actually paid in 2024.  If you paid a 2022 balance due, in 2023, and used TT to do your 2022 return, TT will pick that up automatically.  If you did not use TT, for 2022, 

In TurboTax (TT), enter at:

Federal Taxes Tab (Personal for H&B version)

Deductions & Credits

-Scroll down to:

--Estimates & other taxes paid

   -Other Income taxes

    On the next screen, scroll down to:

     -Other income taxes paid in 2023

      On the next screen:

        -scroll down to:

       -balance due on your 2022 state taxes paid in 2023
